Phoebus is a corrupt city in the middle of the United States. Most of the officials and police are corrupt but a few try to make a difference. The founder of the used to be small village was actually insane and thought himself to be related to the Greek God Phobos, and as such named the village in his honor. The village grew very quickly and got very powerful. And as they say Absolute Power Corrupts Abslutely. The city grew too fast and then got corrupt. Now it is the home of many superheroes and villains but this leads to problems. Because of the constant fighting most of the cities money goes to repairing the city.
